In Lumbini, there is a marker stone on the Pancasila or Five Precepts taught by Buddha out of compassion and for the betterment of mankind. These five precepts are the basic training rules observed by all practicing lay Buddhists and goes thus:
- 1. Panatipata veramani sikkhapadam samadiyami
- I undertake the precept to refrain from destroying living creatures.
- 2. Adinnadana veramani sikkhapadam samadiyami
- I undertake the precept to refrain from taking that which is not given.
- 3. Kamesu micchacara veramani sikkhapadam samadiyami
- I undertake the precept to refrain from sexual misconduct.
- 4. Musavada veramani sikkhapadam samadiyami
- I undertake the precept to refrain from incorrect speech.
- 5. Suramerayamajja pamadatthana veramani sikkhapadam samadiyami
- I undertake the precept to refrain from intoxicating drinks and drugs which lead to carelessness.

About mosquitos and the like which brings harm to humans, I don't think this is what is being referred to by the precept. Mosquitos, flies, rodents, termites -- all these creatures are pests to human life. So do they need to be protected. They have survived a thousand years and I don't think they need additional protection:-)
Cheers!
