Pitcher Imperfect

Say there are a few glasses on the table and only one is filled with water - Which one of the glasses would a waiter carrying a jug of water pour its water into? In King Pasenadi's eight dream, there is a scenario somewhat like this. Only one pitcher among the many pitchers at a palace gate was filled to the brim and people were pouring more water into the full pitcher that its water overflowed. It is thought that when the world decay and the kings grow weak and poor, they  will set the whole country folks to toil for them. The royal garners will overflow but the peoples' own barns at home will be empty. In our modern world, I suppose the government of the day would introduce  different kind of taxes.
