Of Buddhist Flags and Violent Attacks

Once Debasis sent me some photos of Buddhist flags which were donated by Sri Lanka to a Buddhist temple in Bhubaneswar in India. The flags spruced up the temple, I suppose; but flying the Buddhist flag isn't always a rosy affair as in the case in South Vietnam when on May 7, 1963, the then President Ngo Dinh Diem who was a Catholic and the younger brother of Archbishop, Ngo Dinh Thuc, invoked a 1958 law known as Decree Number 10 to prohibit the flying of Buddhist flags. This had then led to a protest in the city of Hue by flag-waving Buddhists which then led to Diem's forces opening fire and killing nine unarmed civilians.The Buddhist crisis, a period of political and religious tension in South Vietnam thus followed and on June 3, 1963, in what was known as the Hue Chemical Attack, police and troops of the Army of the Republic of Vietnam poured chemicals on the heads of praying Buddhist protestors.In the Dhammapada, there is this verse:

He who inflicts violence on those who are unarmed,and offends those who are inoffensive,will soon come upon these ten states.

Now, I wonder what these ten states are and whether they apply too in the most recent suicide bombers attack on J.W. Marriott and Ritz-Carlton hotels in Jakarta Indonesia...
